Sources told Business Recorder on Thursday that the FBR Chairman in an extraordinary move has shown willingness to voluntarily handover the powers of transfers and postings to an expert committee. The committee to be notified would include senior FBR Members. The decision was taken by the FBR Chairman during the last the Board-in-Council meeting. This is for the first time that the FBR chairman is ready to voluntarily surrender his powers of reshuffle in the field formations as well as at the Board level. The powers of transfers and postings in the tax machinery are considered as the most important discretion exercised by tax authorities.
During the Board-in-Council meeting, Ali Arshad Hakim expressed his desire to delegate the powers of transfers/postings for giving more time to policy issues and system development. FBR Chairman has proposed to set up a Committee in this regard. Sources said that the decision would enable the FBR to pay special attention to more important issues like policy formulation and expanding the tax base with the help of enforcement and administrative measures.
Board-in-Council has decided that the FBR Member (Admn) will give a presentation on posting/transfer policy in the next meeting. Moreover, FBR Member Human Resource Management (HRM) will give presentation on the role of HRM Wing in the next Board-in-Council meeting.
It has also been decided that the FBR Member (Legal) will give a presentation on the role and structure of Legal Wing in the next Board-in-Council meeting. It was pointed out by Member (Admn) that functions of IT system development and its implementation shall be distinctly undertaken by two separate teams to ensure transparency and good corporate practices. FBR Member (HRM) has requested Board-in-Council for guidance and clarity on the role of Member (HRM) after appointment of a separate Member (Training).
